Ideally, a site should be accessible the same way from any location. So yeah, they probably identify the country thru the IP of the machine accessing the site, which means it is *very likely* to be intentional. I was able to create my profile through the proxy, but am unable to log on. Probably a JavaScript somewhere that needs some 're-engineering'...
They didn't ask for location specifics when I was creating my profile (Thanks Fig, for the invite), so I can't see why they should have blocked anybody in the first place.

That may be a reason for a limited rollout, however I couldn't find a clear statement to that effect. However, there *is* a clause that says -

I've mailed their support group about it, lets wait and see!
