In 1998 the number of reported violent crimes in Abstania increased dramatically over 1997. The unavoidable conclusion is that Monrovians who migrated from Monrovia to Abstania were responsible for this increase.

A --> could be most of them are Monrovians. Does not weaken.
B --> it is possible that the crimes were comitted by Monrovians. Does not weaken.
C --> Monrovians to Abstania or back to Monrovia. it is still possible that the crimes were comitted by Monrovians. Does not weaken.
D --> out of scope
E --> fewer Monrovians migrated to Abstania than coming back. So fewer number of Monrovians in Abstania. It is still possible that the crimes are committed by Monrovians. Does not weaken.
None of them weaken as per me, but given to select from the above I would go for E as the no. of Monrovians in Abstania is decreasing and so the possibility is less.

E is the best as Monrovians are shown to decrease in number in Abstania.
