Answer is A But what is wrong with B. The “which” refers directly to the laws. I don’t see the problem can someone explain this in the simplest terms to me please. C. doesn’t the word NAMELY make this redundant? d. IT IS doesn’t fit the sentence by hearing it out.
Can someone explain this in an easy manner please.

First either underline the sentence or re-write the option A for better understanding.
Well there is an exception on usage of restrictive or non-restrictive clause when we have a pattern such as "one of X(plural)" . In such pattern non-restrictive clause "which" doesn't have clear antecedent and restrictive clause "that" refers to X(plural). remember the SC? ( search if you haven't seen ) "Cleveland is one of the communities that are" E is wrong because it uses singular verb "was" after "that"
