I think this is a poor-quality question and I don't agree with the explanation. The passage clearly states this is a challenge with ceiling

Let me know if I am talking about an incorrect answer choice. The question asked about which of the 5 options is NOT a problem. E - where prices decrease is NOT a problem since the problem tends to be centered around increasing prices. Maybe I am not thinking right about the question? Welcome more details and feedback.

There is a discussion about a cartel where people may choose to "cheat" but that's not a problem related to the price ceiling.

I did not quite understand the question and I did not quite understand the solution. Even though option E is in specified in the passage- I agree that there might be a case where the price decreases significantly because of an increased competition among suppliers- if thats the case- then it is a problem

In our situation, we are looking for a situation that is EXCEPT, so the opposite of the others so to speak, something that is not a downside of price-ceiling regulation.

In this list, option E) is the most positive and thus would qualify as not a downside of a price ceiling.
Ceilings would not lead to increased competition; they usually do the opposite as businesses give up and leave because the revenue potential is capped, thus this is not a possible/likely scenario under a price ceiling condition.
