The two quotes you provided are completely different!!!
One talks about getting questions wrong (#2)
The other talks about not answering questions (#7) - BIG difference. If you plan to score high on the GMAT, you should start picking these subtle differences out ;-)

The official GMAC statement is that you lose 3 percentile points for each question unanswered.
You should really start with the GMAC's FAQ doc that they have on MBA.com and get yourself familiarized with the test. It is nothing like the SAT.

Thanks, I had read about the penalty but was still surprised to learn that the algorithm considers the two so differently. Intuitively I had assumed that not answering would be equally weighted to getting the question wrong.
