Hi, I have gone through MGMAT CR book twice. After that I attempted 20 questions from the OG'16 out of which I could manage only 13 right. My target score is 700+. What should my strategy be? Should I switch over to Powerscore CR bible?

Like RC, CR also depends on how much have you understood the premise.
Just switching material will not help. Moreover OG is the best material you can get your hands on as it contains the questions which have appeared on the GMAT.
The best way to do well on the CR section is pre-thinking.
Always read the question stem first and then read the premise in view of the question. This way your mind will not wander around and will be focused in the direction of the question.
