Under the current rules of the GMAT, the order of the sections is as follows:
Orientation Program
Essay
Integrated Reasoning
8-minute break (optional, but you should take it)
Quant
8-minute break (also optional, but you should take it)
Verbal
To familiarize yourself with the format and "feel" of the Exam, you should plan on taking practice CATs at regular intervals during your studies.
You seem convinced that the School you're interested in only wants to see a Quant score, but are you SURE that that's true? Will the other people who apply to this Program be considered more competitive (or better overall applicants) if they have shown that they prepared (and scored at a high level) on the FULL GMAT? In addition, have you considered that you might want to use this score to apply to OTHER Schools/Programs? In that case, you would need a complete GMAT score to be competitive. This is all meant to say that your plan to really only take the Quant section seriously could significantly limit your potential use of this GMAT score.
As an aside, if you've properly studied for the GMAT, then you won't have to write down formulas or take any notes BEFORE the Quant section starts. You should certainly plan to write them down when answering specific questions that require them though.
