Quantity B: The average (arithmetic mean) of 0.5x, 0.5y, 0.5z
Quantity B: The average (arithmetic mean) of 0.5x, 0.5y, 0.5z

My understanding was Quantity B is 0.5 of Quantity A. So Quantity A is bigger.

Depends on whether you're allowed 0 and negative values for the quantities. If there is no restriction, then (for example, if x, y, and z are all negative or all zero)
\((x+y+z)\leq\frac{x + y + z}{2}\)
