You ask a good question; unfortunately, there's no way to answer it at this point. All things considered, the longer that Covid-19 continues to impact the world at large, the more likely that more and more Test-takers will opt for the At-home version of the Exam (both for the GMAT and GRE). By extension, it makes sense from a Business-standpoint to allow people to take the At-home option more than the current limit of 2 attempts - but there are a number of factors that could impede the adoption of that idea (re: the technical issues with the Test that a certain percentage of GMATers face and the overall idea of 'Exam security').
