You’re asking a great question. GMAT has originally stated that while limiting lifetime attempts, they would not unnecessarily limit Regular Test-takers and only aimed to curb tutors and professional masochists.
But!!!! I have never seen a successful approval of the ninth attempt. I’ve received a decent number of messages over the years from people who were at seven or eight attempts, requesting a retake and none of them were ever successful. I struggle to see how all of them could fit the above category which sort of tells me, 8 is the limit no matter what.
Having said that, I definitely encourage you to apply and request a waiver to take the test one more time. I hope you will be an exception 👍
At the same time, unless you are from a highly highly competitive demographic and really need to stand out and don’t think you can invest time better and do other things, I would probably suggest celebrating I’m not taking the GMAT again even if you like it
