I took the GMAT twice. The first time I scored 690 with IR score of 5. The second time I scored 700 but with IR score of 3. Although m score on the second attempt is great I read and with a strong profile should make comptent to apply to most top schools, the IR is bad so I’m not sure now which score I should use especially that the difference in gmat score is very small
I’m not planning to take this horrible test again

Many Business Schools have publicly stated that they do not use an applicant's IR score when evaluating an application, so you likely have nothing to be concerned about there. The more relevant issue would be your Quant and Verbal Scaled Scores for those two attempts - and whether the Schools that you plan to apply to have a 'preference' when it comes to those results.
1) What were your Quant and Verbal Scaled Scores for your two attempts?
2) What Schools are you planning to apply to and when are you planning to apply?

I got Q49 on quant on both attempts. I don’t remember the exact verbal score on my second attempt since I haven’t received the official score but it’s definitely better on the second attempt. I’m waiting for my AWA score for my second attempt; I got 6 AWA score on my first attempt so I think the AWA score on my second attempt will be important for deciding
I’m planning to apply to Bschools.
I know my gmat score won’t be as competent but I’m hoping my personal profile will compensate for it
