Hi,
i am taking more than 9 minutes to solve each RC with 3 question. I take around 5-6 mins to read the passage.
I am taking 2-3 minutes solving CR and 2+ minutes to solve SC.
Inspite of all the practice, I am not able to solve the questions in less time.
Please advise what to do.

Consider learning a reading methodology. I usually teach one to both native and non-native verbal students that promotes absorption. One of the potential benefits is the reduced time going back and forth when tackling the questions. There are also certain things to keep an eye out for with certain question types and answer choices (i.e. the true-but-chronologically wrong answer choice).
You can practice with articles from the Economist. Working with a study buddy who does well on RC may be a good idea, too.
