I wanted to understand what happens if I fail to send 5 complimentary score reports within 48 hours? After 48 hours, do I have to pay for each score report, even though I have not exhausted the 5 complimentary score reports limit?

Yes. Precisely. You will have to pay to send the scores. So you have to choose and decide pretty quickly about it.
While it may seem fast, I can tell you that previously, you had to choose which schools to send your scores to at the beginning of the test. So it is a nicer policy even though not exactly friendly
