To "round a fraction up" is to approximate with a more convenient fraction that is GREATER than the original fraction.

Any time you approximate or round, your number will be either too big or too small. The point about "systematic overestimation" is simply that if you round both fractions up, you are assured of getting a result that is too high. The error is compounded.
