how are waitlist letters supposed to be written and sent? do they need to be written in a business letter format and emailed as an attachment? do they need to be mailed? do they need to be written in business letter format and pasted into an email? do we just paste the body into an email?

completely lost on this.

I think any of the above is fine. As long as your chosen format is clear and professional, I don't think the adcom will care. They will be more interested in the content.

do we have to address it to someone specific? or just admissions..or the dean of admission?

I would address it to whomever signed the letter notifying you of your WL status. If in doubt, "School X Admissions Committee" should do the trick.
