TOEFL compulsory for all international applicants??

Question

"Internet-based Test of English as a Foreign Language (TOEFL iBT) or International English Language Testing System (IELTS) score from a test taken January 1, 2012 or later, is required for international applicants who attended a non-English-speaking undergraduate university;"

Above is what is mentioned on the university website.

I come from Visvesvaravaya Technological University from  India . 
I have completed 4 years of engineering in  ENGLISH .

Do I still need to to give one among the above mentioned tests? Viz TOEFL, IELTS ?

If the test is not mandatory, does it add any weight to my application, as I come from non-English speaking country, though my entire education i.e Schooling, undergrad and also my work experience (In a MNC) has been in English.

Try going over their FAQ page, sometimes they specify some cases and one of them might fit your situation. If not it's usually best to email the school and ask.

I had called the school admission department, they did mention its not mandatory but advantageous to have good TOEFL score (above 109).

I would say that if you have already taken the TOEFL and have a good score, send it to them. It wouldn't hurt your chances. They would feel confident that as an international, you would be able to follow the classes (incl. group work etc.) in English.
