Hi guys,
I am taking gmat on 13th of december and I plan to take Toefl on 19th.
My question is: will my application will be considered complete, if my official TOEFL score is not available before round deadline?

This is a very general statement but I know for GMAT, you do not have to have an official score (only self-reported one) but you must have taken it before the round deadline to be eligible.
The reason that works is that there is a delay between the test and the timeline for the official score + AWA to be available.
It really depends on the school and i think the best thing would be to check with them as it would be a pretty annoying issue potentially.

I would definitely check with the school. Generally if there is a reqmt on an application everything must be completed in advance of the submission date. You would not want all of your hard work to go to waste for not following the rules
