Hi. You can apply with as little as two years of work experience to most programs.
Some top business schools don’t even require work experience and would consider any candidate. It’s not really about the length of work experience but rather about the career trajectory and what you’ve been able to do with your time. Sometimes if you have reached a plateau, you may be better off applying with less work experience rather than more.
Therefore, the quality of application would be determined by the quality of your work experience rather than quantity.
One of the reasons the average work experiences four or five years at matriculation for most applicants is that by that time (minus one year) they’ve had a number of accomplishments and promotions that they can talk about in their applications and resume.
I would definitely not delay your application simply to add an extra year. Sometimes it makes sense in case there’s a promotion coming or some thing else but not otherwise…

I agree with bb. You don't need to add an extra year just to hit the "average" number of years of experience. You are still within a comfortable range.
Yes, having another masters degree (even if not in business) can be additive to your profile. You need to make sure you note that and tie it to the overall pitch you are making to the AdCom. If it's something totally unrelated that you have not leveraged (think something like art history if you're an investment banker with no involvement in the art community outside of work), then it might be a considerable factor.
