I have a pretty random question. How do I compare schools in Canada to those in US?
I have a specific example I am hoping to get suggestions on. If you had a choice between
University of Toronto (Rottman) and
Univeristy of Washington (Foster) MBA school, which one would you pick? As for my focus of study, I'm hoping to either do Management of Finance.

You need to think about multiple factors but I would posit the following:
1. What geography do you want to work in immediately after your MBA?
2. What is your medium term and long term aspiration career wise and geography wise?
Just those two should help de-clutter this somewhat.

That's a very valid point. The only reason I might consider Foster is if I decide to move to Seattle. Otherwise I will only apply to schools in Toronto and close by like
Rottman, Queen's and such. But If I know that Foster is not nearly as good a school as Rottman, then I might reconsider applying there.
