Hello All,

I am doing a small consulting project regarding English ability in the following foreign markets:

Thailand
Korea
Taiwan
Indonesia
Malaysia
Philippines
Vietnam: Young generation begin to set high priority in English but earlier generation do not.
Following information applies for young generation.

Grammar: Good! Vietnamese's attitude: grammar first! Grammar always takes a big part in every English test.
Reading: Enough to use.
Listening: Good! Both Grammar and Listening are practiced more frequently than others.
Speaking: Bad! Pronunciation, Intonation, and Fluency are bad.
Writing: Not good but not bad.
Usually use English way as Vietnamese way. We call Vietnamized English.
However, Vietnamese will do better because, in past, Vietnamese did not have enough facilities to study English but now they have - good teachers, good facilities, good materials, and good environment. Younger generation will use English as well as Singapore.

Can anyone help me better understand the level of English fluency in these countries, especially in regards to the technical fields (particularly software & software development). What is the level of English fluency (reading, writing, speaking)?

I would appreciate it if anyone could point me to where I can get data. Anecdotal evidence would also be appreciated if you have had experience in any of these countries.
