I'll go for C
A and B are out - repetitive use of "and" among the lists
D and E are out - parallelism error in the idiom "Not only..but also..."

I will go for C too.
Simply cross out A and b because of "and" between the first and the second clause.
D- Incorrect as "Churchill" should be after the comma.
E- The position of "not only2 is incorrect. Would have been a correct use if the sentence read like:"Churchill steered not only Britain but also Country X"
