If you are going to conjunct with the co-ordinate “and “ , then you have to have a full fledged independent clause in the second part with at least a verb and C is the only one with an independent clause in the second part. So C is the right fit

I wonder why they called it 600-700 level because "is believed to be" is something which can be read anywhere from newspapers to magazines. You don't have to be grammarian to answer C.

Accelerating faster than most racecars, the Cheetah can reach 45 mph in 2 seconds from a standing start, and believed to be one of the fastest mammals in the animal kingdom.

(A) believed to be
(B) that is believed to have been
(C) is believed to be
(D) which is believed to be
(E) which are believed to be

Without knowing the "underlined portion" it is not easy to pick the right answer for this question.

If the underline portion includes the comma, then the answer would be c.

If it does not, then?
I would pick d.

The correct structure of the sentence should be: Cheetah CAN reach 45 mph in 2 seconds from a standing start, and IS believed to be one of the fastest mammals...
Only C makes sense.

Consider a tweak in the statement, would this be correct:
the cheetah is xxxx and
the cheetah is believed to be one of the fastest mammals in the animal kingdom.
=> the cheetah is xxxx, and is believed to be one of the fastest mammals in the animal kingdom.
(Note: "is" before believed in the statement above is striked off)
