option B is veru concise and clear.
option E people are able to still smell tha tar of an old ship when they are entering --> is extremely wordy .It uses passive construction of the sentence and also present continous (entering)which makes it a bad choice to choose in gmat.

between "can" and "able to". "can" is better; it's more concise.
There is a meaning issue in this sentence: it must be clear that "you" are the person who "enters" and "you" are the person who can smell.
"one" is ambiguous.
