The first issue is whether the sentence requires "who." Because the original subject is the area west of Springfield the sentence requires the who to clarify that it was Manfred that established a refuge. Thus E is eliminated.
the next question is verb tense. The rest of the sentence is in past tense, past tense would be best. C and D are in the past perfect with no indication that one event happened before the other in the past, therefore past perfect is not required and C and D should be eliminated. Between A and B there is the issue of like vs. as. As introduces an example whereas like simply introduces a comparison - because he is using it as a bird sanctuary (not just something that is similar to a bird sanctuary) then A is the best answer.
