A - 'current floods' were caused. Wrong tense. Usage of 'considered as' is unidiomatic. 'have forecast' is wrong.
B - 'have forecast' is wrong. 'consider as' is unidiomatic.
C - Seems fine. Uses the correct idiom 'consider'.
D - 'consider to be' is unidiomatic
E - Passive tense is not required when the subject is present. 'consider as' is unidiomatic.

Incorrect. "Which" should modify the "spell" and not "rain". "which weather scientists..." and "which were considered.." is not parallel as the later part is passive.
