Clear question, the it is refering to the fruits and vegetables but is wrong so we eliminate all the choices where subject verb disagree and by process of elimination we reach to the conclusion that E is the correct choice.

Why can't one eat enough vegetables and fruits and what about those billions of people whose substantial food is fruits and vegetables? It looks weird to say something like that in one sweep. In addition, 'cannot' means that one is physically not capable of eating. This bears no logic.
Coming to the second part, how to reconcile to the irony that because the fruits and vegetable provide essential nutrients, one cannot eat them or it?
In E, can't it be argued that the pronoun 'they' stands for the nutritionists, as after all, that is the reason they are called nutritionists
