Cosnider Xy. consider must not follow by prepositions,
Option D considerted to be, Option E considered as is wrong.
In opiton C , considered , verb ed modifier modifies music not bob marley
of Bob marley is popular, it is prepositional pharase. it must modify bob marley. so option C is not correct.
In option B, parallelism not followed. Both in X and and in Y is correct. not in both X and in y.

B. Violates once out twice in rule for parallelism:
in both America and Canada... correct (idiom both X and Y: X = America, Y = Canada... once out)
both in America and in Canada... correct (idiom: both X and Y: X = in America, Y = in Canada...... twice in)
in both America and in Canada... wrong (idiom: both X and Y: X = America, Y = in Canada - not parallel)
C. The modifier "considered the single most influential reggae singer of the 20th century" is dangling. It does not have a noun to modify.
D. Same parallelism issue as in B. Idiom "consider X to be Y" is wrong. Correct is "consider X Y".
E. "Redundant usage -"and also". Idiom "consider X as Y" is wrong. Correct is "consider X Y".
A. correct. Eliminates all the errors above.
