This question has to do with ambiguity arising from a lack of pronouns and improper word order. Choices C, D and E all imply that tourists are the ones who were riddled with bullets, shattered by bombs and hidden in alleys. This is a case of dangling modifiers. Choice A implies that the buildings may have been the ones traveling to more well-known memorial museums. Choice B uses the pronoun “who”. This correctly connects all the parts of the sentence. Choice B is the correct answer.

Riddled with bullets, shattered by bombs, and hidden in alleys, the historic buildings in Lodz, Poland, were long ignored by tourists, traveling instead to more well-known memorial museums.

What precedes the underlined portion is a noun-modifier that makes sense only when it modifies the historic buildings. it wouldn't make sense if "the tourists were riddled with bullets and shattered by bombs".

In (C), (D), and (E), the noun-modifier tries to modify the tourists; this does not make any sense. Hence, eliminate (C), (D), and (E).

A) the historic buildings in Lodz, Poland, were long ignored by tourists, traveling
- (A) implies that it is the ''historic buildings'' that traveled to well known museums. How can a building travel somewhere? This implication does not make any sense.

B) the historic buildings in Lodz, Poland, were long ignored by tourists, who traveled - has no error. Hence, (B) is the right answer choice.
