The OA is dubious and debatable. A colon is required to indicate the nature or theme of the clause before it. All the three choices that use the colon(B, C, and D) fail in that regard. The prior part just talks about how the building was sandwiched between two buildings. It does not talk of the desertedness of the two buildings. Therefore, all the three are flawed and D cannot be the answer.
On the contrary, E sounds somewhat better. We can take the two-story building's standing off the thoroughfare and it being sandwiched as two arms of one series and the desertedness of the two adjacent buildings as the second factor, in which case it might be justifiable to use the second 'and' before the two buildings lying deserted. Even so, the missing of a comma before the second 'and, is a sore point.
Therefore, this is not a very helpful topic to learn from.
On the contrary, E sounds somewhat better.
