maybe any rule which helps to eliminate this option.

maybe any rule which helps to eliminate this option.

Remember that sometimes 2 options may be grammatically correct, so you need to evaluate other aspects (i.e: concision, clarity, etc)

A vs C

A. the number of girls enrolled in government schools has grown

C. there has been growth in the number of girls in government schools

Now the focus of the sentence is that "Growth has been there" instead of "the number has grown", so A is better from a clarity perspective. In addition, this option is not mentioning "enrolled" girls, so C it is a little bit less clear.
