IMO Option D.
nor should always accompany neither.Since the non underlined part of the sentence does not contain neither the first two options A & B are ruled out.
In option C related to the next is wrong.
Option E does not contain a main verb and is long and awkward.
Option D is elegant and precise and is hence the correct answer.
