The Tranklin Templeton managers do 2 things

1. are extremely adept.......
2. tend not to bother

The part in red are verbs that are parallel. There is no need to repeat the subject "they" again. Hence, there is a parallelism error :-)

Does this make sense?

As an aside:

This is a poorly constructed sentence.

The non- underlined part is grammatically incorrect. There is disagreement between singular and plural forms:

"One of the best in business" (singular), followed by "fund managers" (plural).

GMAT will not present such poor constructions. Suggestion: avoid practicing on bad questions if you wish not to damage your knowledge.
