Are to X, what Y were to.... since it needs to be in past tense. C is the answer imo
Eliminate otherA and B for making butler and cook singular. Eliminate E for use of past perfect. Eliminate D for use of present tense.

IMO C for the highlighted reasons in the answer choices.
