The first step here is to consider the meaning. The author is not saying the sceptics should be defeated, but rather is recommending that they accept/admit defeat. This immediately helps us eliminate B and E
The next step, and what is also problematic with this question, is that A and D say exactly the same thing. Hence, C should be correct. Another thing to note with A and D is that the "or not" is redundant.
Eg - I want to know whether SC is a challenge for you (you can say whether or not, but its absolutely not necessary).
