use of which is correct here, : Comma + which , its referring correctly back to noun it is touching i.e germany.
banning is incorrect use of modifier ,: we don't need modifier to convey whole meaning of sentence : why or what
Seeming is incorrect adverb , Seemingly is correct adverb
Choice B corrects all this
