Issues
    Usually, the usage of there were/was is not preferred because it is not so concise.
    Ex:
      Chips of gold were on the mahogany table.
      There were chips of gold on the mahogany table.
    However, it's a stylistic usage. It CAN be correct if we have sure, discrete errors in other answer choices.

    The original sentence shows an illogical comparison between a year and rise in reports in 2015.
    A and B Comparison issue

IMO correct answer is C

A report from the security firm Symantec suggests that in comparison to 2014, the number of fake technical support scams reported rose by 200% in 2015.


A) in comparison to 2014, the number of fake technical support scams reported rose by 200% in 2015 - Incorrect comparison between two entities (a year is compared with number of scams reported)

B) as compared to 2014, the number of fake technical support scams reported had risen by 200% in 2015 - Same error as A

C) there were 200% more reports of fake technical support scams in 2015 than in 2014 - the marked segments are parallel; Correct

D) there were 200% more reports of fake technical support scams in 2015 than 2014 was - again awkward comparison- Incorrect

E) there have been 200% more reports of fake technical support scams in 2015 than 2014 had - Unnecessary tense shift, meaning error, wrong comparsion - Incorrect

Hello,
I am not quite confident of what I am going to say next so bear with me or you can skip if you have already read a better explanation!
Two things that should jump out at you are the word rise/rose and compared. The former can usually lead to redundancy and later can usually lead to illogical things being compared.
A and B do the exact same thing. Comparing 2014 to the number of fake scams and that is illogical. Hence A and B are out.
In Option D, you should notice the verb "was" at the end. Is there anything singular it can refer back to? It does not have a suitable noun. So D is out.
Option E is committing the mistake of bringing past perfect and present perfect tense which is not needed.
Option C is simple and concise and should make sense to convey the intended meaning.
IMO C.
