Official Explanation
Creating a filter: the original sentence is defective, since the comparative "as" always properly comes in pairs; the prototype must be as equipped as something else for the word to be used right.
Applying the filter: we eliminate choices (A) and (C). And also choice (D), for that matter: there's a sneaky "as" after "to be." We're left with (B) and (E). Choice (E)'s verb tense is unnecessarily complex; it appears to refer to some other time in the past that isn't mentioned in the sentence.
The correct answer is (B).
