All these 3 items should be parallel to one another:
Those monstrous storms can subject these areas to
- powerful winds
- raining heavily
- devastating floods

A: "To raining heavily" doesn't make sense. So A is incorrect
B: "To heavy rainfall" is correct and parallel to "to powerful winds" & "to devastating floods"
C, D & E: None of these options make sense with "to". So all these are incorrect

IMO B should be the answer.
