The statement is in the Command Subjunctive mood. Therefore plural verb "record" instead of "records" should be used.
So B & E are out.
Since the sentence is speaking about a possibility in the present tense, past tense "recorded" is not required.
So A & D are out.
That leaves us with the correct option C.

I am a bit confused on this one on the basis of meaning.
Does it make sense for a witness to record in a trial? It makes a lot more sense that someone else (such as a court reporter) is recoding what is said by the witness. D actually conveys this meaning. Please advise, thanks.
