IMO C is correct.
Looking at sentence :
The number ....... have increased ..... : Incorrect (should be "Number has increased")
This eliminates A,B
Now,
The meaning aspect says that 2013 has seen 22% increase compared to 2010
Option C ) maintains this comparison (CORRECT according to me)
Option D ) Is somewhat like "22% increase in 2013 but not 22% increase in 2010"
Meaning doesnt care if 22% increase was in 2010 all we need is 2013 has seen 22% more than 2010
Option E ) It says that number gradually increased from 2010 to 2013 by 22%
Again , meaning just contrasts the 2 years mentioned and doesnt say if it increased from 2010 by 22%
Please let me know if you find any flaw in reasoning/Ans

there is no comparative marker ("more") to use "then", so C and D also out. E is a correct choice.
