I chose A as the right answer.
The trick to answering this question is the ability to recognize that you are dealing with a command subjunctive. Once you are able to spot it, then you would realize that the sentence has to have the structure: Subject+bossy verb+that+noun+bare verb form+infinitive or subject+bossy verb+noun+infinitive. The non-underlined already has the subject(President Carter), the bossy verb(urged), that, and the noun (women). So we know that this question tests the correct usage of the first structure. The question specifically tests the form of the verb after the noun, since that is the part of the sentence underlined.
A is left as the right answer.
