Official explanation:
C) The original passage, as given in choice (A), uses 'like' instead of the preferred 'such as.' It also includes a questionable modifier by having 'wide-scale lower wage labor outsourcing' modify 'the United States.'
Choice (B) also includes a modification error 'the United States' technology job market' is not truly a 'hotbed of innovation.'
Choice (D) is wordy and, as in the original sentence, uses 'like' instead of the preferred 'such as.'
Choice (E) misuses the plural 'have' with the singular word 'outsourcing.'
Choice (C) corrects the errors in the original sentence and, therefore, is the correct answer.

Option C has the 'Due to' issue tho. Due to connects two nouns, for example, the current restriction is due to the pandemic. You can't link two phrases (or one phrase & one noun) by using 'Due to'. Another unofficial question I guess...
