When we read through this sentence, we should immediately be wary of the construction "to be able to"; there is almost always a better way to phrase that. After we've taken a closer look, we can see that it's redundant with "allow."
Since (A) and (E) have this redundancy, we can eliminate them both.
Choice (B) works: "that" introduces a needed clarification about "leasing services." Choice (C) uses a semicolon, which leaves us confused about what "that" is referring to (car dealers? leasing services?) now that it's the subject of a connected,
but distinct thought.
Using "which" to introduce the additional, non-vital information about leasing services in (E) might have worked, but it doesn't matter because "putting" attaches that action to "leasing services," and that doesn't make sense at all. Leasing services cannot put down a payment.
The correct answer is Choice (B).
