First understand the meaning of the question
This sentence is saying that (1) a project launched two weeks ago (2) the idea of the project was to emulate hanami and (3) hanami is the Japanese custom of...
a) Launching implies that it is currently happening or is yet to happen. The idea was already launched.
b) This gets at the right meaning: It says the project was already launched, it says the idea... was to emulate hanami, and it describes what hanami is.
c) same reasoning as a)
d) This says the idea... was to be emulated. It isn't the idea that was to be emulated, it is hanami.
