In 2016, the World Health Organization declared India
to be free of Type 2 polio and advised the government to suspend vaccination for the particular strainA. to be free of Type 2 polio and advised the government to suspend vaccination for the particular strain
B. to be free of Type 2 polio and advising the government to suspend vaccination for the particular strain
C. as being free of Type 2 polio and advised the government to suspend vaccination for the particular strain
D. as free from Type 2 polio and advised the government to suspend vaccination of the particular strain
E. free of Type 2 polio and advised the government to suspend vaccination for the particular strain
The first point is that ‘of type 2 polio’ is the correct form. ‘from type 2 is not the correct idiom( according to me) So D is out first. The second point is that ‘declared India to be’ is also not correct. We have some facts in front of us just now, and we are not waiting for more time to be free. Solid facts don’t take the infinitive form. Therefore, I would dispense with A and B.
Between C and E, it is touch and go, I believe. Both are grammatically correct. Here the word 'being' is used as an object of the preposition 'as' and therefore falls within acceptable parameters. But E is certainly crisper and the balance of needle may tilt toward E as the correct choice.
