I think, there's pronoun ambiguity in the sentence.

The pronounc 'it' has no clear referent.The meaning of the sentence says that the pronoun 'it' should modify party. But the 'party' in the sentence is used as an adjective.
1. The party president
2.party's performance

We can't use pronoun to modify an adjective.None of the options is correct.

The action of the party for the people will happen in the future, right?
Then it should be 'will'

=> The sentence is in past form. To express future related event in the past situation, we need to use 'would'

2. The party president has stated that......that it will fulfill its promises to the people as early as possible.
=> The above sentence is in present form. Now we can use 'will' to state future expectation.
