IMO C

Costa Rica is one of the few countries that have reversed deforestation within its borders.

isn't "one of the ....." is always singular...... like one of the apples in the basket "has" fallen.....( isn't this correct). Anyone please explain. Also when do we have official explanation for the same.

See above for the official explanation. "One" is singular. But the subject of the verb in the sentence at issue is the plural "countries" -- "countries that have reversed..." This is true both structurally, since the relative pronoun "that" modifies the adjacent noun, and logically, since all of these "countries" (not only Costa Rica) have reversed deforestation.

But yes, "one of the apples has fallen" is correct.
