(C) is incorrect due to the word "would". That implies something hypothetical, whereas the sentence is referring to a decrease that has actually happened. (D) suggests that the low level will last (or has lasted) for a decade, while the sentence refers to a "recent decrease" to a certain low level at one point in time. That leaves only choice (E), which has the "lowest level" at one point in time, and no problems with a pronoun. using the pronoun is only correct when the noun it refers to is present in the

Eliminate A and B because the recent decrease was not intentional. Use of 'so' is unwarranted here.
Eliminate D because 'decade long low level' is nonsensical in this context.
Between C and E,
E is more concise and thus, is the correct answer.
