The comma after "The tower" is not underlined. It would make no sense to write "The tower, is one of several new developments", with a comma separating the subject and verb. That leaves only A and C, and answer C is wrong because before the "and" we do not have a complete clause (there is no verb). So A is the right answer. That said, I don't think you can say a residential development is "taking place" somewhere; that makes it sound like it's a concert or a sporting event. Developments are built; they don't "take place". Nor does it make sense to say the tower is "led" by an architectural firm, which is what the sentence says as written. The development project or the tower's construction might be led by the firm, but the tower itself can't be. So I normally would have ruled out answer A here on meaning grounds, but it's the only possible correct answer. Where is the question from?
