Looking at the sentence I immediately understood that this is a question testing our knowledge of subjunctive verbs.
The trigger word here is mandated.
(Trigger Word) + that + subject + subjunctive
This immediately ruled out B, C, D for me because they fail to use the verb form "Receive"

Now choosing between A and E depends on the use of ACTIVE-PASSIVE
Since the GMAT prefers the use of active voice I went with option A

Hence, IMO the answer is Option A

This question asks for correct idiom.
Mandate one (should) do something ...
So, B C and D are eliminated.
A and E are both correct, but A is stylistically clearer, so I choose A

Isn't Ireland as early as 600 AD a bit awkward in option A ?

Key differences in the options are
receive vs received vs receives
placement of 'governed everyday life...

Correct form is receive.. As it should follow the word 'laws' and not 'woman'

In the existing statement (Option A) this is correctly done. Place of which just after the word being described is also the correct usage. So keep A

Only option E remains after we identify correct usage of 'receive'
I see only the comma as an issue in this option.

So IMO, the answer is A
