My answer is (A).
"Mandate" is one of bossy verbs. Bossy verbs require that subjunctive mood be used in that- clause by using bare verb form.
Eliminate (B), (C) and (D).
Between (A) and (E), both are grammatically sound. (E) is inferior because it opts to use passive voice, which is not as strong and laconic as active voice.
